U Ba Hla Aye talked about the post- Cold War Inter-State and Intra-State situations that prompted the then UN Secretary General Kofi Annan to propose UN-authorized humanitarian intervention, the 2005 World Summit Outcome that agreed upon the Responsibility to Protect (RtoP) and the UN’s promotion of RtoP. He explained about the idea to establish a permanent criminal court after WWI and the eventual establishment of the International Criminal Court (ICC). He talked about the ICC Prosecutor’s application for ICC jurisdiction over alleged “deportation” of Bengalis after the ARSA terrorist attacks in October 2016 and August 2017 in Rakhine and why Myanmar is not bound by the ICC Statute.
