Keynote Speech by Chinese Ambassador H.E. M. Chen Hai
14th July 2023
Chatrium Hotel, Yangon
Your Exellency U Kyaw Myo Htut,
Chairman U Thant Kyaw,
Experts and Scholars,
Good morning!
  • It is my great pleasure to attend the Seminar on Cooperation on Non-traditional Security Matters among Lancang-Mekong Countries organized by MISIS. On behalf of the Chinese Embassy in Myanmar, I’d like to express my warm congratulations to the Seminar supported by the LMC Special Fund.
  • Non-traditional security issues are increasingly threatening the survival and development of mankind. Terrorist attacks occur frequently all over the world. COVID-19 has led to a public health crisis, transnational crimes have worsened the judicial dilemmas, online fraud and gambling are threatening people’s lives and property security, and food shortages directly affect people’s survival and social stability. Faced with the turbulent international security situation, President Xi Jinping put forward the Global Security Initiative last year. It provides a Chinese approach to solve global security issues, reduce the security deficit and safeguard common security for mankind. The initiative has won wide praise and positive response from the international community. Under its guidance, China has facilitated the resumption of diplomatic relations between Saudi Arabia and Iran, promoted political solutions to hot-spot issues concerning Ukraine, Iranian nuclear and Korean Peninsula. China has actively conducted cooperation with all parties in non-traditional security fields such as anti-pandemic, counter-terrorism, cyberspace and food security.
  • Our six Lancang-Mekong countries share the same river and the same future. We strive to promote development and address challenges, set a sample for implementing the Global Security Initiative, and conduct productive cooperation in non-traditional security fields. Take the recent issue of online fraud as an example. China holds a zero-tolerance attitude, and keeps a high pressure on combating it. Recently, a joint combat operation at border areas by China, Myanmar and Thailand has achieved preliminary results. We rescued trapped people several times and arrested dozens of criminal suspects. In the future, we, together with other LMC countries are bound to further step up against crimes, make arduous efforts to bring criminals to justice, and safeguard people’s lives and property, so to create a clean and healthy environment for Lancang-Mekong Cooperation.
  • China believes that security guarantees development and development enhances security. Development is a key to addressing major security problems. To promote the socio-economic development of LMC countries and narrow development gap in the region, China has established the LMC Special Fund, which has supported 6 batches of 779 projects, fueling the economic growth of LMC countries and improving people’s livelihoods. Also, China is ready to continue to work with other LMC countries to create new growth points for non-traditional security cooperation and build a peaceful, tranquil and prosperous homeland.
  • At last, I wish the Seminar a great success as a platform for non-traditional security cooperation among LMC countries and contribute to regional development and people’s well-being.
  • Thank you.
